What Is an IQP?

An Independent Qualified Person (IQP) is someone approved by a territorial authority to inspect, maintain, and report on specified systems listed in a building’s compliance schedule. IQPs must be independent of the building owner and demonstrate competency through a combination of qualifications, experience, and regulatory knowledge.

For lifts and cable cars, IQPs must be familiar with:

  • NZS 5270 – the standard governing lift and escalator inspections
  • Section 100 of the Building Act 2004 – which outlines IQP registration and responsibilities
  • Form 12A – the certificate confirming inspection, maintenance, and reporting procedures have been followed
  • Compliance schedules – which detail the inspection and performance requirements for each specified system

Territorial authorities assess IQP applicants based on their technical expertise, industry experience, and understanding of relevant legislation. Ongoing professional development is also required to maintain registration.
